This incident has been resolved.
All messages were delayed automatically and will be sent now, e.g. log messages.
The ratelimit was caused by other servers sending way too many webhooks.
The bot host server is currently ratelimited by Discord, making it unable to send requests using the API.
It's still able to receive messages and logs.
